I am only just now trying out the rogue class and I have studied all info I can get from the wikki site. I noticed with a L6 dwarf rogue that I could not longer get skills ups in my pick lock after I hit 35. I chain picked the 3 doors in rogue guild for 10 min with no skill ups and I failed alot of those picks. After i went out and collected ratman hoods and leveled up turning them in(Excellant Quest BTW) I suddenly started getting skill ups again as I picked locks. Currently L7 dwarf rogue with pick lock skill 40 with my succes on final door I recieved a probe for range slot that gives additional +5 to skill which is very nice 
I have overall enjoyed this class alot so far but Im very curious if any older rogues could shed light on this for me
