I patched using the winter's roar patcher, setup my LS account at the official eqemu site, and still can't login.

I just had gotten the files today, so its the latest version, but your patcher should reverse all that shouldnt it? Because the 'old school' login UI was up instead and everything.
 
First, eqemu is totally separate from WR. In order to login to WR you need to register here:

Winter's Roar Registration Page

And the patcher for WR will look different than EQ but everything else will look exactly like EQ until you get to the server select screen where there will be one server (maybe two if the Test Server is up).
 
WR Starting Guide

WR supports up to Lost Dungeons (but anything past Luclin is optional). When patching to Live before playing I would patch up to LDoN and the optional zones.
