"[insert name] is not online" for guild invite

I am getting a message that says [insert name] is not online when I try to invite someone to the guild. This seems to be an isolated case so potentially a bug with the person and not myself. In any event can a GM contact me in game or IRC to see how to go about "unbugging" the person, so we can send him an invite? Thanks!
