The newbie armor quest seems to be broken, the quater master wont talk to em anymore. Does anyone know the ingrediants?

It has been a super long time since I have done this quest so it could be totally different now, but there used to be a spot where the Quartermaster told you to say "fix em back up" or somthine like that but you had to type in "Fix them back up". This may or may not still be the case.
