Bounty Hunting and Warrants
This is an idea I came up with while thinking about Tier 10 treasure maps. Basically, Bounty Masters would be placed in the cities of the factions you have to work the hardest for, mainly Giant and Dragon and Dwarf, with Athica as a possibility. These Bounty Masters would ask players who are Amiably faction or above and meet the level requirements to hunt down enemies of their faction near their cities, and return a Completed Warrant to them as proof of the deed. When the warrant is completed and all the waves of NPCs spawn (ala Treasure Maps) a chest drops with a very small monetary reward, as well as some items, much like treasure maps (mainly as an incentive for other people to help work on Bounty Warrants instead of work on their own). The chests would drop 2 items, just like treasure chests, but not drop any gems or much money, to prevent inflation of the economy.
Factions that would possibly support Bounty Hunting and the NPC types the player would face:

Stormkeep Giants Dragons, Drakes, Wyrms
Dragonhorn Dragons Giants and Dwarves

An example of a Bounty Hunt:
Bounty Master Lanren in Athica is searching for a small group of Lord Elthannar's elven guard who are guility of assaulting a caravan of goods coming to Athica from Underhill. Lanren has heard reports that the members of the guard are stationed somewhere in the Lesser Faydark forest, but that the group could be anywhere, and tells the player that if they complete the Warrant he will reward the player with 200 platinum pieces, as well as the possibility of further Bounty Warrants in the future. He hands the player a 'Sealed Warrant', which would be used exactly like a Treasure Map, right clicking to read where the Warrant is to be executed and right clicking again to find out exactly where the fugitives are located. Once the players are at the right location, they will have to use their Bounty Hunter's Mark, sold by the Bounty Master, to begin the event. The Mark acts much like a shovel for Treasure Maps, only you can't dig up rocks or water :[ Once the players have uncovered the contraband (Treasure Chest), the Sealed Warrant is destroyed, and is replaced by a Completed Warrant, which would be turned into the Bounty Master for the reward and the faction gain.
On begining a Bounty Warrant, the player will see:
You begin searching for the fugitives...
When some of the fugitives spawn:
Some of the fugitives show themselves and attack!
When the final fugitive/leader spawns:
You have found the fugitives contraband!
There is also a chance for the warrant to reset, much like hitting solid rock in a Treasue Map:
The fugitives evade capture for now, keep searching.
The main idea is based around that of Treasue Maps and Treasure Hunting, only Bounty Warrants are given out by certain factions once you have reached a certain status. The reward for Warrants isn't so much the coin reward or items -though you will recieve those to an extent- but mainly the faction reward when you turn in a Completed Warrant, which drops off of a chest spawned at the end of the event. Turning these Completed Warrants into the Bounty Master in the city you recieved the Warrant in will grant very decent faction and experience gains, as well as a small sum of platinum, based on the difficult of the Warrant executed. Their are 3 level ranges for Bounty Warrants, and 3 difficulty ranges in those level ranges. The Bounty Warrant you recieve is based soley on your character level.
Each level range has a 'Threat Rank', with every player starting out recieving Minor Threat rank Warrants. In order to raise the rank you recieve (and recieve better rewards for executing the warrants), you must complete enough Bounty Warrants of the previous rank. In order to go from Minor Threat to Moderate Threat, you must complete 15 Minor Threat Warrants. In order to advanced to High Threat Warrants, you must complete 25 Moderate Threat Warrants. Once you have unlocked a rank, you can still opt to recieve lower rank Warrants at your Bounty Master. Warrant Level ranges and Threat ranges are as follows:
Level 48-55
Minor Threat: 1 player group, NPC level ranges: 42-45
Moderate Threat: 2 player groups, NPC level ranges: 44-48
High Threat: 3 player groups, NPC level ranges: 49-53
Level 55-63
Minor Threat: 1 player group, NPC level ranges: 50-54
Moderate Threat: 2 player groups, NPC level ranges: 54-58

After you have completed a certain number of Minor, Moderate and High Threat Warrants (something major, like 50 minor, 50 moderate and 25 high), you can recieve 'Most Wanted' Warrants, if you are allied to that faction. Most Wanted Warrants involve the, well, most wanted subjects and fugitives that the faction wants to kill or stop. These high priority Warrants are much more difficult than the others, but follow the same basic Threat Ranks. In order to advance your Threat Rank from Minor to Moderate, you will have to execute 5 Minor Threat Most Wanted Warrants. In order to advance to High Threat, you will need 8 Minor Threat Most Wanted Warrants and 4 Moderate Threat Most Wanted Warrants. Turning in a completed Most Wanted Warrant results in the highest monetary reward, but does not result in any faction gain, as you must be allied to recieve them anyway. Another possibility is that High Threat Most Wanted bounties for Dragon/Giant faction could result in the chest or NPCs dropping Marvelous/Exquisite gems instead of items (3-4 gems on a chest if no items were to drop). To prevent inflation and an influx of coin in the economy, there would most likely have to be a 'cooldown' between when you turn in a Bounty Warrant, and when you can recieve your next one, as well as all Bounty Warrants and Completed Bounty Warrants being Lore and No Drop. An idea would be:
Minor Threat - 30 minutes, 20-80 coin on the chest based on level range
Moderate Threat - 1 hour, 30-95 coin on the chest based on level range
High Threat - 1 hour 30 minutes 50-105 coin on the chest based on level range
Most Wanted - Most Wanted Warrants can only be done once every 24 hours, no matter the Threat Rank
Minor Threat - 60-110 coin on the chest based on level range
Moderate Threat - 75-120 coin on the chest based on level range
High Threat - 100-140 coin on the chest based on level range
For every 5 Most Wanted Warrants, you must complete 10 normal Warrants of each Threat Rank, to prevent people from just doing Most Wanted Warrants once a day, and to make it feel more like an actual bounty hunt. There aren't always high priority targets available, sometimes you have to go after the small fries.
The basic goal of Bounty Hunting would be to alieviate the woes of faction grinding by adding something not so tiresome, and reward players for helping each other out. Warrants would be slightly harder than Treasure Maps of the same level, but take less overall time, and offer *slightly* better items as an incentive for other players to help with a persons Warrant, as only the person turning the Warrant in gets faction (unless the chest were to drop some faction gaining items, Dragon Scales, Giant Heads, Elthannar Amulets etc). There could also be a quest available for random items that drop off of the chests/NPCs, as well as a possible title(?) for the person who does the most Bounty Warrants each week.
