How do I create a guild?

How can I create a guild? I've tried to look for it in the forums but haven't found how. Should I petition for it in-game? (I'm not creating any guild yet, but may want in the future and I would like to know what should I do).

You need 5 different people willing to create one, gathered in one zone, then petition your will and
wait for a GM to show up and enable your guild.

Thats how it worked for us.
