Horizontal Mouse Movement slow, Vertical is warp speed?

Installed this on a new PC, logged on to see who was on these days, and my mouse movement is wacky.

Horizontal movement is so slow I have to drag my mouse across the mouse pad, pick it up, move it over, and drag it about 4 more times to turn around.

Vertical movement is really sensitive, like if I sneeze my toon does a triple back flip.

Tried different resolutions, refresh rates, nothing made a difference. Tried /mousepeed, but it only compounds both issues.
 
Run as admin. (for Eqpn)
Try V-sync. (on/off) With and without eqpn. It's in the ini file
Throttle your frame rate to about 60 if you can.
Also lower refresh rate.
If you are using an amd card i think you can throttle it.

It has something to do with windowed mode and refresh rate. higher refresh rate or frame rate the slower/faster in opposites x/y that it runs.

Also try binding to processor if you havent
