Holy Sword Quest Still In Existence?

I was wondering if this quest is still doable. I play a ranger and I spent a while searching S. Newport for the quest starter with tracking but had no success. I did however get the gem for the last part, so I wonder if this quest still works.

Holy Sword of Kaelaenth Quest

ive also looked for Kalimas Ocklin countless times had people search for him on track and i know he dies off, the quest has a lot of death, but he is never ever ever up!

has he been removed entirely or just relocated?

has this quest line and npcs for it been removed?
