Historian Kelden Misery Quest Issue

I am having the exact issues as detailed in this old thread:

I have gone through and obtained all of my purified soul essences from Misery and have my Shadowy Remnants as well. Just missing my relic that was never given to me by Kelden. I have checked inventory and bank and found nothing and hailing him in both of his locations in south newport yield no response. Any help would be greatly appreciated. My character with the issue is Airek.
 
I may have lost my dialogue option in lag somewhere. I typed in the phrase that is located on the Wiki and he gave me my item. I was able to finish my quest that way.
