Higher ZEM in outdoor zones please.

Just 1 specific example, but I find it holds true to many many zones (Excluding badlands, they were done really well)
Right now on my necro, i level pretty much exclusively indoors because outdoors just isn't worth the risk for exp. For example, At level 61, Mielech B -- 'A froglok Anointed' DB con- drops about 5k exp (can root/kill up to 4 of these at same time). Low HP, very easy to kill - 0 risk of dying. Then, WPL, 'A plaguewracked bear' DB con - drops about 6k exp (can kill 2 of these at same time). Roughly 3-4x the HP, pain in the ass to kill, wandering mobs everywhere, higher risk of dying.. Not worth it.

Indoors = few pathers, high ZEM , controlled adds, better loot, weaker mobs in general.
Outdoors = Everything pather, low ZEM, unpredictable adds, exclusively trade-skill loot, tougher mobs in general.

Many outdoor zones are very low populated due to crap ZEM (EPL,WPL,RSM immediatelly come to mind). Could we get a ZEM boost in some of these less-populated zones?

Edit: Maybe adding 1-2 super rare items (like .05% chance to drop) to EVERY mob in zones loot table, would keep incentive/interest up for hunting in these zones. They did something like this on live in OOW i think. Kept me interested in hunting in crap zones i normally wouldn't hunt in.
 
Outdoors zones have lower ZEMs because they're almost universally easier than their indoors counterparts. They do, however, have nameds like indoors zones--to take your plaguelands example, there are a great many nameds scattered throughout there.
 
I don't think they they are easier. I'd take limited mobility over an abundance of adds and wanderers any day.

"Easier" can mean things on different levels.
Outdoors might be easier to not die in, cuz you can just run away. But Indoors is certainly Easier to get exp in (no wasted time running from adds/wanderers)..

I would suggest that your problem with the outside zones is more a problem with your tactics. I have very little problem with adds kiting in WPL and EPL. EXP on pumas is pretty good too. The only thing I see is that some mobs in WPL dont offer the appropriate EXP for their difficulty, the bears in particular. We regularly have organized guild kite groups in both EPL and WPL and have found it excellent EXP with very little risk.

The few adds that we get can be handled with snare/fear or root. True, there are some pulls that we avoid.
