Help with Vale Neck!

I completed my vale neck 1 quest some time ago but did not hail ned timsis upon receiving the neck. It seems now though that ned is only up when someone completes the neck 1 part and once he is hailed he despawns. Also on the times I have been in Rivervale and found him up he will not respawn to any hails. Any ideas on what to do to get him to respond or to get the key?

Any help would be greatly appreciated.
 
First thing you need to do is get in line behind the other bork Vale victems :p
 
Can any of the QD's help me with getting ned timsis to respond to my hails so I can start my RV2 quest?
