I been looking for info on how, or if I can sell items to NPC's,and using specialize points I got like 40 and I am level 4,can they be used now,if so where? And where can I get some new player armor and wepons? Thanks

You can indeed sell items to NPCs -- check your map for locations marked as "armor", "weapons", etc. You don't have to sell armor to the armorer though, you can sell it to any merchant provided you have sufficient faction with them.

You can buy from merchants, you can hunt gnolls/kobolds etc. and get armor that drops, or you can buy from other players
