In Heartland Plateau, the' safe spot' where one is dropped when one casts Levant or Succor is located in the perimeter of the Silver Crown camp. A relatively safe spot for someone aligned with them, but for members of the Blackscale, it means immediate aggro. Could the safe spot be possibly changed to a more neutral location so that these spells will be more "fair" for members of factions that the Silver Crown frowns upon?
