Healing NPC's in newbie zones that cast a low level heal when asked might be worth looking into, maybe even make a new custom spell for those NPC's that has a recast timer (think manaburn) and a fairly long cast time to avoid any spam abuse.
I dunno, might help keep the downtime/boredom level down for those new players while they grind through the first few levels if they can't find a group. Cutting down on the ultra-lowbie downtime is hardly a bad thing, right?
