Healer/caster mana / effects by tier?

Does anyone have or know of a list that briefly outlines what to expect from healers and casters as far as mana and focus effects go by tier?

For example if someone plays a shaman, druid, cleric... what is the realistic expectation of how much mana they should have, how many AA's, and what level of focus effects (Healing increment, casting speed, mana conservation, or something)? Or in the case of casters, what sort of pet focus and/or damage increment they should have....

Just curious how everyone would break it down really. I don't really do PUGs, but was curious as to how it's determined whether a single player is "on tier" for such an encounter (without being obviously over-tiered if a 7k healer joins a Tier 3 PUG or something).

This isn't a joke thread, just looking for some opinions and discussion. Thanks. :)

Really, though, most people have pieces from several tiers until they are "maxed" out at their current tier. Eisley's estimation is probably a good starting point.
 
Yeah, it's a combination of gear/AAs/tomes/charm basically. Oh, also spells! Try to balance all areas out. By tier... 6 or 7 maybe, or earlier? most folks typically have their relics. Speaking from a Cleric perspective, there is a very big difference between relics and not.

Do you have any specific situation that you're dealing with? You mentioned a t3 pug. For tier3, I would expect a healer to have... ~3-4k mana, maybe a 500p charm, ~100AAs, and maybe 1 or 2 relics (or none).
