Halls of Misery quest - Warrior Reward

I completed the HoM quest on my warrior (Prolix) tonight. The item is a cloak, with a proc that does not work. Also the stats seem imbalanced compared to other class rewards for the quest.

Cloak of Dismay

AC: 25 HP: 115 STR: 8 STA : 8 DEX : 12
Effect: Cry of the Vindicator (combat)

This proc would put the item on par with the other quest rewards, but it actually does not proc at all. I find this very dissappointing after completing a fun quest, with what I thought to be an ample upgrade as a reward. If this is the way the item was intended to be, please inform me of the idea behind the balancing, because I am thoroughly confused.

I would say it might be one of these new item effects, this one proccing from the back , but since it's Misery quest it's prolly more complicated

That seems doubtful considering how old this zone and quest are. It seems this has been broken for some time I heard from one other person. I assume that not many warriors have completed this quest considering how scarce the information. Thus, leaving the matter unnoticed.

In regards to the warrior cloak

I should have been clearer. I *think* it's supposed to be shoulder slot items that proc on slams (the barb/troll/ogre only skill). If so, back slots can't proc at all, making the effect on this worthless. Even if I'm wrong, a slam-only proc is near worthless and awfully restricted anyway.

Does it not seem like this should be fixed??

Anyways boom the DPS wrist from misery is not broken so clearly we shouldn't have wasted all the drops on prolix

Cloaks were supposed to receive the same "when hit" trigger chance that certain slots have when this item was designed.

I noticed the effect was made clicky, but I don't seem to understand how it works. I cannot cast it on myself nor anybody else?

If the effect is still Cry of Vindication it's a small DD that bounces back an AC buff.

Aye effect was changed to a buff recourse, takes a buff slot and adds 66ac to my war for about 3 ticks I think. I don't know how useful this is considering I lose a lot of aggro casting for 3 seconds mid fight. /shrug It's better then being broken!
