I was curious if anyone could confirm that the required gem from treasure maps can drop off 30-39 maps. I was told the drop chance is very high and have done several in the desert zones with no luck. Others mentioned thinking it doesn't actually drop from simple maps. Alternatively, must someone be at the point in the quest where the gem is required before it can drop?

The last time I did a simple map was before the Halloween Quest event ever existed so I can't speak to simple maps. Gems I have seen all dropped from VE and above.

However, the gem has a chance to be in the chest regardless of the stage you are at (my paladin has a gem and hasn't gotten to that stage yet). I am pretty sure (at least this past year) the gem even dropped while the Halloween Quest wasn't even active. So, my guess is you just need to do a lot more maps (assuming they drop on simples).
 
I've never seen it drop from simple maps, but have seen it many times on VE and E maps in the desert. The gem drop in the chest is apparently not tied in any way to the digger of the map, so even if the digger has not started the Halloween quest, the gem should still drop.

I can confirm this, saw it drop many, many times with a digger that was not doing the quest. It's just a random drop.

So the consensus is that the gem can drop whether you are questing for it or not. That is half of the equation, but it's still unknown whether it can drop from simple maps (particularly the 30-39 variant, in my case).
 
I personally watched it drop for a 20-29 map group this spring, and they didn't know what it was for and let it rot. They couldn't see me cry through GM invis.

Given the *really* high drop rate, might I suggest that you've just paid off some bad karma and should get it very soon?
