Halfling foraging

So...I've checked all the trainers in Surefall, and none of them have the option to train foraging for my halfling druid. Someone told me it's a bug. Is there any way for me to be able to forage on my druid?

petiton it.. i had no forage as a half elf druid for 39 levels.. petitioned it and an hour later .. bam i have forage now with help from a gm

I petitioned for forage... GM gave me 10 points into it. I'm still not sure if it's working properly or not, since I don't get any kind of success/failure to forage message when I click on the Forage button. Haven't gotten any skill-ups since or any successful forages. Is this natural?
