Guild training points...

As of now I have some 100 unspent guild points. I started jeweling some, and then I put points into it the other night. However, it only let me put up to level 21. So I was wondering, what is the point of the guild points? Will I be able to later put some points into jeweling again? I heard it's good for language, but I figure there's got to be something better than that. I mean, it seems like a waste to just increase channeling or slashing when it all increases on its own so easily.
 
the points are used nicely to give a lot of ups for a new skill, you were only allowed to go up to 21 because either the GM doesnt know higher then that or you didnt have the money to spend up higher.
 
I know I had enough money. About the GM not knowing enough, do you know where I could find a GM who does know more?
 
Tradeskills(pottery, jewelry, ect ect) can only be trained up to 21. To get higher than that you have to go out and make things.
