I'm honestly not sure how implamentable this is however while talking with a friend I had a bit of an idea. Each guild that wants a permenent building as a gathering point would have to pay a setup cost(in game money). This would be, i'm not sure but it'd have to be a fairly high number to keep the people out that are doing this just to make more busy work for the staff.

In each guild hall would be a largish meeting room(sorta along the line of an inn's common room with a section with chairs and tables, a fireplace with a few chairs n stuff nearby. Bar area near the dining area, ect ect), a bank, library section(different rooms for different merchants to sell spells at, probably wouldn't be a complete list of spells, just the more usefull ones), if possible a healing room of some sort that would allow for quicker hp/mana regeneration. Also, and this is purely decorative but there should also be an upstairs/basement/whatever area for bedrooms(nothign fancy just a small room with a bed, wash stand, and maybe a rug). For an additional fee during setup perhaps a forge/potters wheel/tailor/jewler section could be added.

Granted this is all for the sake of convinance mostly however with a high setup fee as well as a monthly fee that would be high for any one person but nowhere near as high as the initial price to discourage folk from abusing this and crowding zones with buildings that go up but never come down(for nonpaying guilds take away the npc's but leave the building up for awhile, or whatever the staff feels like doing in that case). This will give guilds a reason to gather at a centeralized point and, in the case of some races/classes would give them easy access to merchants that they could sell their goods to since, as I'm thinking about it, maybe its possible to set the faction flags so that anyone in guild would have it set to ally, to everyone else its set to dubius or whatever is right above kos but below trading. Also for the easy access part you could include a nodrop item that works like the newport amulet. Thing is f we do that there would also have to be a portalist(two actuallly, oen normal and one dark portalist) and, as my thinking goes, have those charge less than the normal ones(since each guild member is in effect paying rent may as well lessen the burden on that count).

Its a crapload of work and I don't even know how feasable it is so feel free to poke all kinds of holes in it. Still this is the suggestion subsection, so suggest away I go.

wasnt something like this added to live in one of the recent expansions?
 
Thought something like this was gonna be put in at one point. Could buy houses in freeport/qeynos. Was supposed to be something in the tot expansion i thought
