Guardsman Scott - Bitter Leaf

Upon turning in a Bitter Leaf to Guardsman Scott tonight, he gave me 7500 exp and some gold... and the Rotting Plague. Not the best quest reward I've ever received. Another person in Dalaya's Beginners--Sialan, also a mage--says he also got the same earlier today. I assume not intentional... but if not, that Guardsman Scott is devious!

The elephant tusk turn in for Guardsman Scott seems broken, too. He doesn't respond to the trigger [How many elephant tusks do you need?].

Someone infected him with rotting plague, and he spread it to you when you traded with him. Not a part of the quest in itself.
