I did a quick search for the name "Kerwyn" and nothing came up, so here goes. The Kelethin protectors keep directing my low level wood elf to this guy for quests, but when I hail him I get no response whatsoever.
Originally I thought his quests might be level restricted - I first tried talking to him at level 4 - but now at level 9 he still does not give me the time of day.
Side note: The female quest giver that the protectors direct you to (Guard Naldina) works just fine. Apparently her partner just didn't get the memo or something.
