Grobb bounty Quests

Ok, quick question, I am doing the second head hunter quest in Grobb from Coordinator Malicka. I need to find some orc guy in Southern Wastes of Tarhyl, but I have not been able to find him... been running around for hours, killing orcs in all the different orc camps, and still nothing. Anyone know where he spawns, or how to make him spawn?
 
In the SW area of Oasis you'll find a ledge and north of it a camp of tents. Keep bothering the orcs in those tents and Desert Lord Ulger may come and ask you why you're doing that.
 
just a note.. ulger isn't the second head, you have an option in the quest to kill either the trader in oggok OR the desert lord ulger, they both count as the first head
