Greater Dragon Scales

Hello, for the past few weeks I have been farming dragonhorn keep for greater scales to hand in for faction to enforcer husrag. I had 14 in the bank and I just got two more today. I was at max indifferent faction (my faction could not be increased any more by killing dragons) and I turned all 16 scales into enforcer. I was really surprised to see that I was only amiably after I turned in all my scales. Now I have probably spent upwards of 20 hours in dragonhorn keep killing wyverns, wyrms and drakes and whatnot and I am still only amiable faction to giants. I still need to get kindly, warmly, and eventually ally. I have heard that it used to take about 20 greater scales and 1 lesser to get from max indifferent to max ally, I couldnt confirm this personally but I have heard alot that this was so. Anyways Im wondering if this was an intended change ( I dont think it was because I have spent alot of time there, and I am only at amiable) and if its not I was wondering if you guys could take a look at this. Thanks.
 
Seems to me that lesser scales are giving about as much faction as greater. Hope this is just a bug because faction is tedious enough as it is pouring dozens upon dozens of hours into scale farming and questing for faction.
 
Well after going back to DHK and getting a few more scales my faction did go up but Jinx did not. I think its just Jinx that is somehow bugged.
