You shouldn't ask about anything illegal on the WR nor on the EQEmu forum. It very simply is more likely to get you a ban, than help. The EQEmu community doesn't need more attention from Sony.

There are some online-shops that allow you to download the expansions (but not the game) for free and to get the CD-Key paying for it, so I don't think it is warez. Take into account that all the expansions can be downloaded for free once you have the Everquest, what you pay for is the CD-Key... but since I'm no lawyer, I'm afraid that only a GM can tell us for sure.

That's simply why the rule is there. I havn't seen any rules about it on WR community, but here's the quote from eqemu's rule:

Thou shallt not warez. We are pro-ninja, anti-pirate and we tolerate no pirating of either software or seas on our turf. This INCLUDES Sony FTP stuff and older patches.

It means that yes you can download it for free, but it's still not alloweded to post. Why you ask?:

The EQEmu community doesn't need more attention from Sony.

Same thing with WR, if you ask me, so.
