Glixik in RSP

So, I did the first part of this crazy gobbo's quest and then he tells me to "Kill all the council, uncover the chest and bring him back the shiny crown." I killed all the council but have yet to see any chests or crowns, has anyone done this quest before who could give me some help, thanks.

Can I get a verification that this quest is even still in the game? Have tried everything I can think of with no results and can't seem to find anyone who has completed the quest either. Thanks in advance.

crown dropped ages ago, but hasn't for at least a year, maybe two or three now.
