Where do Blackscale Order / Counsil of Innovation / Silver Crown / City Guards get their equipment from?

It just occured to me, why are they walking half naked instead of buying/requesting armor, weapons, and generic supplies from players?
- The tradeskill market seemed filled to the brim with gear, it makes no sence to keep all that stuffed on store shelves when it could be put into good use!
In return we might get some of their secret tradeskill recepies, get our weapon/armor modified, raise our standing amongst those groups, gain experience, or similar benefits from it.
By thinking a little progressive, we can even supply gear/supplies suitable for anything from the lizards/orc's/paladins secret militia to the large scale elite armies of the Order/Counsil/Crown, or even beyond that.
What Im thinking of is an opportunity to hand in say 20 Iron Armor Set and/or Leather Armor, before progressing up to 18 Copper and/or Studded, and so on.

Im not suggesting an endless sink we can toss our surplus gear into instead of selling to players, but rather
a chance for each and every one of us - even the ones who dont do tradeskills - to sell/donate armor, weapons, and generic provision sets to a cause we would support.
 
Cool idea somehow, I thought while reading this that people could hand armor & gear to a faction leader , like only when Ally to the faction . For example I'm a tailorer allied to giants, I give Rymaz all I produce, and it gets randomly sent to all the giants in Fae /EW / SK / SE depending the level of the item; or for Newport Halsey would get all items and send them to all guards from NP to the farthest badlands. The Ally factor would prevent pure flooding of items in all directions.
I think it might have been discussed in the past though..

I have to agree that having random quests/faction turnins for certain bits of requested gear would be nice(see mort the one eyed begger? Give the man a new pair of shoes, or a cloak...i'm sure he would appreciate 'em). Would be nice to have an NPC market for all the loot that's being dropped outside of merchants as there's only so many people that will want item x or y, plus depending on the faction/goods begin traded you might get an alignment change(like handing in cloth clothing to somebody in the frozen wastelands would be a bad thing...pretty much 'here, i don't need these rags, you use them' even though its like twenty below, and handing in nicer goods(reinforced leather and up for example, might get a positive change as that gear is more durable).

And like with any alignment based quest you can only do turnins on the majority of non-factioned NPCs once(but faction heads/specific guard/scholar npcs can take multipul turnins).

um, no. that would be a huge item sink, wich is so far from what I wanted with my suggestion. theres a difference in creating a market, and making a bottomless hole.
The game consists of a lot more than than whats ment for high-levels with Ally faction. if someone missed that, they should consider playing up all over agean, this time taking time doing it..
My idea was a progressive quest, that followed the progression through the tradeskills, or at least parts of it.
-kinda mini(?) ringquest for tradeskills, but not just for one faction/alignment/race/city.

Implementing this into the game would mean a lot of work for Wiz & the rest. But I think it might be a way to improve the tradeskill market, and thereby the tradeskills. Plus adding more content to the level 1-65 aspect of the game.
