Gem-Inlaid Crystalline Rapier and Rogue Starfall quests

Is anyone familiar with when this weapon procs? Also, is it an overhaste buff and how much haste percentage is it?

Edit: Could anyone direct me to information on the Starfall quests? I'm thinking about doing the rogue ones as my rogue is about at that level range for them. I tried the Wiki but didn't find anything on Starfall quests.
