Game Window Problem

Yet again, i'm back with another problem.

Okay well, when ever i start the game and a new window pops up that i've never seen before, showing ; EULA and a list for crap, which i need to accept or decline. But! I can't click on them, i can't click on anything in the EQ window, it 'glitches' and what not with some of my desktop showing.

If you're running Windows XP Professional, try Ctrl+Alt+Del. This will bring up the task manager and forcibly free the mouse/cursor. You hopefully will be able to close the task manager (via a click on the "X" in the upper right corner, click on the windowed Rules screen and gain control of the cursor within the window.

If you're not running Windows XP Professional, try this only if you've saved and closed every other program. Data loss isn't funny.
 
Well, i'm Running Vista. And I've tried Ctrl+Alt+Delete, many of times, but it won't come up on the screen because EQ is over it. but theres no way i can get back to my desktop. i've tried tired. but the problem is, that i can't play EQ, because i can't click anything on it, because the desktop is in the background of it so i'm basically clicking on the desktop.
 
Uhm, yes i think so :S

Like i've played it on this comp before, but then the next time i try to get on i get this EULA screen and i can't do anything what so ever.
