Frostwind Quest for BST

I turned in the quest to Frostwind and i got the spirt catcher. then the text from Frostwind told me to give the item to Primalist Vylva but she just gave it back with no text or anything. Just wondering if this is broke im also lvl 10 and i have done the first 4 of her quests and she won't give me anymore quests. Help Plz

The shoulder quest needs to be completed before she will take the spirit catcher and give you a stone.
