Fresh install on vista - patcher not a zip file?

Hey there, it has been a long time since Ive done this, but I seem to have a problem here... After getting EQ Titanium installed on my Vista-operated Laptop, I went and began following the rules of installing, only... When I went to Files on here and downloaded the SoD Patcher, its not showing up at a .zip file, but just the SoDPatcher.exe

Do I no longer need Sodbin.exe? And if not, there needs to be some updating on the 'How to Setup Fresh' page.
