Fresh Fish?

When i try to cast the spell Enduring Breath i get the message that i am missing the component:Fresh Fish. I have looked abroad and even fished for bout 45 min(which i can tell you, is very boring) and have not found any. I caught plenty of fish but they do not work. Anyone know where to find the component for this spell or is it broken atm.

The Othmir merchant also sells fresh fish, I believe.

The othmir merchants in Wyvernfang Coast DO in fact sell fresh fish.

I found this out after spending a few hours fishing for fresh fish in order to hunt in the Blight.
