Focus effects not "glowing"

I was talking to a few people in game today and they also said that their focus effect items weren't glowing when they were casting spells, minus their speed increment items.

Are the items simply not displaying the glow message, or are the items not focusing? I haven't run any tests to try and figure out if they are indeed not working.
 
I have 3 items with different effects and only get the glowing message from one. If I unequip said item I do not get a message from either of the others.
