Wisdom is increased via obtaining + wisdom items. Self explantory really.
Flowing thought is an effect found on various items in WR. It adds one mana a tick standing, and two while sitting (medding). You can get it higher simply by attaining more flowing thought items, but, they are relatively hard to obtain, so don't expect to find one lower than level 45'ish. Although the new starfall quests may have ft on them.
