Fletching bows and /cm autofire

There are four bows that can be made purely from fletching. Often when using autofire with the final two bows, the message "Ability recovery time not yet met." is given, instead of taking another shot. I assume this is due to the extreme delay on these bows, but perhaps it is isolated to me.

Ideas?

Bow names:
Intermediate Bow - 110 (99 Pristine) delay
Post-Intermediate Bow - 130 (117 Pristine) delay

As a follow-up, this message will trigger when using manual ranged attack too, but with far less frequency.
