Few questions about Wizards regarding Criticals & Ultima

So here goes:

Do some spells have a higher critical blast percentage?

I've heard that 5mana nukes can never ultimate blast, but wave hits can. So far I have never seen a wave ultimate, but Ice Spear of the Soloist has numerous times and I use it about <5% of the time. So, can wave hits (eg. Tears of Tarhansar) ultimate blast?

One other question I had, but it's so late now that it slipped my mind. :D Anyways, thanks in advance for the help.
 
i think he means before the crit/ub/pb is counted.. min of 1k base dmg. and id assume this is before dmg inc kicks in also.
but im clueless on this stuffs.
