Factioning for cities with no gate necklaces

Hey there.

So, interesting story, that i will spare you.
My GNOME mysteriously went from Amiably to Dubious in Underhill.

My suggestion, since underhill does not have a gate necklace, can we make all Cloclworks give underhill faction? Or at least the ones in steamfont?

I figure this would be easier than writing faction quest scripts, and adding more.

(Yes, I did all the faction quests, and no, id rather keep my bind in underhill =P )
