Extremely Flashy Textures

I'm getting extremely flashy textures on boats, and I've tried many times to Repatch All and used EQW and basically anything that came to mind while it happened. Truly, I'm stumped on how to possibly fix it. If you need a video/screenshot of what I'm talking about, I'll provide one.

Also, as a side note there's extreme clipping and texture issues in first-person combat. Does anyone else have this issue?

That's actually good to know, that this happens to everyone. I have finally figured out that I need to run almost to the beginning of the dock, and then when the next boat comes in, use the lantern posts to jump up and on to the boat. I'm a Dwarf, can't imagine how bad Gnomes have it.
