EXP ZEM outdoors

I was wondering if the ZEM of some outdoor zones could possibly be raised. So far every outdoor zone i've been in has had a max ZEM of 5% ( E Badlands). Then there are many indoor zones like guk,paw etc that have a nice ZEM. Just asking because, as a kiter and the lack of groups sometimes, I'm really forced to kite in outdoor zones and the exp is much slower. Thanks.

A lower ZEM (or lack thereof) is the"penalty" for hunting in a relatively same zone. Granted there are still roamers and adds to contend with outdoors, but in general outdoor zones appear to be much safer than dungeon-style zones. For example, in outdoor zones there are rarely any hostile mobs guarding the zonelines, and you rarely have to fit your way deeper into an outdoor zone. However, some outdoor zones have a ZEM.

Storm Sea has a 15% ZEM, but that's to be expected when you are hunting on an island with no way out other than gate, ports, and boats. Other outdoor zones with ZEMs include Greenmist Jungle and Stinger's Bog. However, if memory serves, this is to help counteract the experience penalty of the races that start near there in the early levels.
