EXP change questions

After you have killed for you 8 hours, or any time before that(up to 8 hours) will you be able to go exp in another zone, then return to the previous one and have your 25% again? Or will you never receive that bonus again?

Also, how is the 8 hours determined exactly? I understand that it only works while you are exping, but how is this determined. does it give you a certain amount of time inbetween mobs or something? The way I am imagining it is that after a certain idle point(say that you go afk after exping for a while) the timer will turn off untill you kill another mob. Is this how it works?

Does it effect innate bonuses as well, and by innate I mean zone exp. modifiers. I'm assuming it doesn't, but meah, I have no idea.
 
Alright...come clean. This has to be an April Fool's Day joke. :)

If not, this is pretty damn cool!

And a question - Do human exp bonuses (if they do in fact get this) plus zone bonuses stack with this?
