Hi I got it some time ago :

Range
AC 10
STR 7 INT 5 HP 55 MANA 55 SV MAGIC 13
Effect Prolonged Execution (casting time 1.5)

The item itself is not that bad, but the proc seems weak to me. OK I keep in mind it's not necro-only useable and some classes could think a 15 HP lifetap over time is handful, but if at least it stacked with leech line of spells.. (I mean personal lifetap, not pet lifetap, don't remember if its leach or leech )
But my true point is that the name (prolonged execution) sounded very cool before I tried this item, wouldn't it be possible to change the effect to something that matches the name, I mean like a x% span extension of all dots (I thought this would be the effect at first )

That would make this item an absolute necessity for each member of the necromancer class to have. Far too overpowering.

Indeed good point well leave it at this but somehow I feel this item is wasted.. Although maybe I wouldn't speak that way if I were a magi or enchanter (doubt Wizzies would find this handy)

following dzillons idea and liams response, I would suggest that if it is possible, make it only effect spells up to around the level of which in can be obtained, maybe 10 levels higher.

Good try but forget it, Liam's right in the thing that it would be totally unique.
Now that I think of it (I'm still on this "Prolonged Execution" coolness pattern) could it become an affliction enhancement / Duration increment item (III max I guess according to the difficulty to obtain it) ? Note that I don't need any, I just still think the effect just isn't worth taking the item as it is. Maybe these effects could "match" the meaning of the item more ? I'm not behind Jayelle or Wiz's mind but just wanna suggest.
