Error trying to run SOD patcher, follow instructions perfectly

I followed the fresh install setup instructions perfectly, and I got this error.

sodpatcher.exe - Application Error
The application failed to initialize properly (0xc0000135). Click on OK to terminate the application.

Someone know how to fix this?

I am getting this same problem as well. My system crashed and am in the process of reinstalling everything again.

Make sure you have Microsoft .NET Framework 1.1 installed.
