Error opening packed file system

this problem is geting really old... set up everything right - un-installed and re-installed many times along with repatching many times, everything is in the correct folders and opening it using the sodpatcher. Help please T.T :confused: ( tried not using eqw, just takes me to the **** patch starter (live) )
 
anyone?... day later and still have found no solution - have .net downloaded yet it still keeps freezing when eq starts up and says Error Opening Packed File System
