So I finally got the bone pestle and the other items to progress in my quest and then the quest giver sends me to the referee of the arena. I hail him and it starts an event and then I'm sent back to the referee to talk with him and this is the log of what happens.

[Fri Nov 10 00:38:15 2006] The referee is busy shouting commands to the players. He hands you the trophy without checking to see who you even are.

looks very similar to the error I was getting with Coordinator Xanlan a few steps back in the progression of this quest.
