Effect on Thrice woven mesh robe ?

I don't have this item, but I tried to look in the spell file for information. I don't know how closely the SoD spell info matches the old live info, but I'm currently reading this effect as "Increase Hate by 125"

I'm not exactly sure how that applies to a worn effect, though. It's something I'd expect to see on a spell or activated effect/proc. It's also possible that I just don't know what I'm talkinga bout.
 
I have the robe and when I take it off I notice that my ATK does go down and up when I remove and reequip it so It might be an ATK booster but I think I am the only bard in a dress on the server! lol

STR directly affects ATK, you know.
