Dummas Orcs in Everfrost

I've found and slain two of these. The Man at Arms and the Recruit. They both dropped about 3 to 4 no drop items. Shields, crests, heads and a dagger are just a few of the items. Does someone know where the starting NPC is for this or what quest line it has to do with? There is also a 3rd Dummas Orc, but i've steered clear of him as he is red to me at 31.

Have found nobody that starts a quest for these guys yet. Anyone else? The third guy also drops the same type of stuff. He's light blue at 51.
