Dual-Core Problems on Windows XP 64-Bit

I've read the sticky and couldn't find this tool on my cd for windows 64-bit. For some reason windows woulldn't allow me to set the affinity for eqgame.exe. I've tried a 3rd party tool from toms hardware that sets the affinity for the exe. However I'm still having the same problem even though I set the affinity. I checked to make sure that one core was being used and it was. It's random when it happens but I either get superfast movement where I move an inch and go twenty paces, or I get bad texture corruption and can't move.

My Specs
