Druid spell questions

Hurray, new spells. But there are a few things bothering me; 1) Does the duration or chance of resistance of root improve with a higher level spell? All I seem to see are changes in the amount of mana, damage done, and cast time on the roots. Also, the two level 49 dds, Starfire and Ice are affected strangely by the specialization system. Ice does over 700 damage while starfire does around 650, both costing the same mana. After checking the spell list I noticed that they are supposed to do the same amount of damage, so what gives? And if anyone knows if one is less likely to be resisted than the other, let me know so I know which one to keep memmed :).
 
Resists are affected by a number of things.

- Your level in relation to the mobs level. If a mob is higher level than you, the more likely he'll resist. If a mob is lower level than he'll resist less. The modifier is greater based on the difference in level.

- Your charisma. And you thought it was a dump stat. The higher your charisma is, the more likely your spell will land.

- Mob type. Different mobs have different resists. Golems and the like have high MR for example while Plague Worshippers will have high DR.

I may have left something out, but I hope that clears up your resist questions.
