druid spell 61 :?

Well i got a question on Call to Tarhansar - Start Rain in zone.
When it is raining how good or bad is that???
is that all i can expect from 61 level spell :?

It's supposed to be a 'fun' spell, and as a result, druids get more spells on that level. It's not like it replaced another more useful spell.

Who knows though, maybe it'll mean something later.
