Druid AA: Crown of Storms

I think this may be broken.

It's a 3 tiered druid AA, first tier costs 4 AA's.
Has a 22 minute reuse timer.

"This ability gives the druid the ability to call forth a powerful storm manifestation that attacks her foe, raining bolts of lightning upon it. Once the enemy is defeated the manifestation dissipates'.

So I bought it, and used it. Fought a mob with 40k hp, the fight lasted 4 minutes 2 seconds.

The manifestation did nothing but melee, with a max hit of 10, and average of 7. Its dps for the fight? 3.77.
Should it be casting some kind of lightning rain as well?
 
It does actually cast/proc a DD spell, you can't see the damage but you can see the message. It has pretty good damage if the mob has low resists.
 
Have you checked out level 1 or level 2 recently?
I wonder if they've somehow been broken.

I've went back through logs on both druid/rogue and I see no messages whatsoever that indicate it is procing or casting.
No "anne's pet casts", or "anne's pet hit xxx for xxx non-melee damage", etc.

This was both with level 1, and for good measure level 2 of crown of storms.

That gave me a good chuckle actualy since I play Elaric.

I just got this image of this huge storm raging and poking the mob in the chest repeatadly.
